Karen Gilyard represents California school districts, charter schools, special education local plan areas (“SELPAs”), and county offices of education/county superintendents of schools in education law and discrimination law. Ms. Gilyard provides trainings, interpretation and/or assessment of issues arising under the California Code of Regulations, the Code of Federal Regulations, Family Educational Rights and Privacy Act (FERPA), Health Insurance Portability and Accountability Act (HIPAA), Public Records Act, Government Tort Claims Act, California Education Code, California Family Code, California Government Code, the Individuals with Disabilities Education Improvement Act, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990. She also provides litigation services for special education due process hearings, Section 504 complaints, student discipline matters, including suspension and expulsion, interdistrict and intradistrict transfer requests and other student services matters, and discrimination claims.
